Dugger received a Bachelor of Science in Journalism from Bowling Green State University. He is an investigative journalist with experience in print and broadcast media, having won both the National Murrow Award and the Emmy. Dugger started his career in newspapers before moving to television, where he has been the head of an investigative unit since 2018. During his first year in Toledo, Dugger covered the court battle of two individuals. The individuals said they had been wrongly imprisoned. A regional Murrow Award, a national Innocence Network Journalism Award, and a local court reform were the outcomes of the series. The men got out of prison in 2023, mostly as a result of his inquiry.
