Terrell graduated from Gardena High School in Harbor Gateway, Los Angeles, in 1972. In 1977, he earned a Bachelor of Arts from California State University, Dominguez Hills. He went on to teach high school history, geography, and economics at Gage Middle School in Huntington Park, California. He holds a master’s degree in education from Pepperdine University and obtained a Juris Doctor from the UCLA School of Law. Alongside former Los Angeles Superior Court judge Burton Katz, Terrell co-hosted the weekday talk show “Terrell & Katz,” which premiered on June 3, 1996, on KMPC radio in Los Angeles. The show operated as a point-counterpoint program, with him representing the liberal perspective and Katz as the conservative voice. After debuting, “Terrell & Katz” transitioned to weekends on KABC starting October 5, 1996.

Following this, he continued to host a weekend legal show on KABC until August 15, 2010 and remained a recurring guest host for KABC’s The Peter Tilden Show. As of July 2021, he made a return to KABC with a new daily afternoon drive show titled “Leo 2.0 Live @ 5.” However, as of June 3, 2023, it is reported that Terrell is no longer employed at KABC AM 790 talk radio station, according to the business website and his personal Twitter account. His last day of employment was noted as June 2, 2023. On December 4, 1990, he became a member of the State Bar of California. He has been actively involved in various roles, serving as the Chairman of the Black-Korean Alliance, an Advisory Board Member for the U.S. Equal Employment Opportunity Commission (EEOC), and a member of the Statewide Commission Against Hate Crimes. In 1998, he authored the book “Your Rights at the Workplace—The Things Your Boss Won’t Tell You.”

He joined the NAACP in 1990 and contributed pro bono legal work for the organization. However, after expressing support for Carolyn Kuhl, a Los Angeles County judge nominated by President George W. Bush to the United States Court of Appeals for the Ninth Circuit, he faced opposition leading to a filibuster in the U.S. Senate. He then left the NAACP, accusing the organization of “bullying” him out. The NAACP clarified that he was not a former NAACP lawyer and emphasized the divergence in their positions. Moreover, he has provided legal and political commentary on various TV and radio programs, including Nightline, Larry King Live, Hannity & Colmes, The O’Reilly Factor, Today, Good Morning America, and various radio programs. Notably, he offered expert legal commentary on O. J. Simpson’s civil trial, as he was a family friend of Simpson.

In 2003, he entered the political arena by running for the seat of District 10 on the Los Angeles City Council, securing fifth place among seven candidates. In 1995, he represented Kumasi Simmons, a former football player from Centennial High School in Compton who was expelled for hitting a referee. Simmons alleged that the referee had used racial epithets, and Terrell accused the Beverly Hills Police Department of intimidating witnesses who could corroborate Simmons’s claim. In 1999, Terrell urged the Los Angeles police commission to hear witnesses who asserted that Margaret Laverne Mitchell, a homeless woman, was shot by police officers while she was running. Furthermore, in 2012, he called for an investigation into misconduct by trainees of the Los Angeles County Sheriff’s Department.
