Skinner attained her communications associate degree from Sacramento City College in 1979. Subsequently, she secured the Harry S. Truman Scholarship for California, facilitating her transition to Spelman College, a historically black liberal arts institution in Atlanta, where she completed her bachelor’s degree in political science. Following this, she pursued and obtained master’s and doctoral degrees in political science and international relations at Harvard University. During her time at Harvard, she was mentored by future United States Secretary of State Condoleezza Rice, who offered guidance with the advice, “People might oppose your views, but once they recognize your potential to influence, they may align with your perspective.” She holds the position of Taube Professor of International Relations and Politics at the Pepperdine University School of Public Policy.

Here, she is specializing in teaching graduate courses focused on national security and public leadership. Prior to this role, she contributed significantly at Carnegie Mellon University, where she served as the founding director of the Institute for Politics and Strategy (IPS) within the Dietrich College of Humanities and Social Sciences. During her tenure, she played a coordinating role in the newly formed Commission on Unalienable Rights, established on July 8, 2019.

Notably, she gained international attention in April 2019 for a statement made at a foreign policy forum, asserting that the competition between the U.S. and China would be particularly intense because, unlike the Cold War with the Soviet Union, this rivalry involved a great-power competitor that was not of Caucasian descent. Her term at the State Department concluded in August 2019.
