Kellogg graduated from Long Beach Polytechnic High School in 1961. Through Santa Clara University’s Reserve Officers Training Corps (ROTC), Kellogg received a commission as an Infantry Officer in the Army. Kellogg received his Master’s degree in international affairs from the University of Kansas while he was serving in the military. Later on, he attended the US Army War College to study diplomacy and senior-level management. He was in the 101st Airborne Division during the Vietnam War and then served as a special forces consultant to the Cambodian Army after becoming qualified as an officer in the U.S. Army Special Forces. Kellogg received the Silver Star, Bronze Star with a “V” Device, and Air Medal with a “V” Device while serving in Vietnam. During Operation Just Cause, Kellogg oversaw the 3rd Brigade of the 7th Infantry Division as well.

As the first light infantry unit to rotate to the Fort Irwin National Training Center (NTC) in the Mojave Desert, LTC Kellogg led 1st Battalion, 504th Parachute Infantry Regiment in 1980. Kellogg led the 82nd Airborne Division as its Assistant Division Commander after serving as its Chief of Staff during Operation Desert Shield/Desert Storm in 1990–1991. After that, Kellogg was chosen to lead Special Operations Command Europe (SOCEUR). He assumed command of the 82nd Airborne Division in 1996 and left the Army as a lieutenant general in 2003. Prior to that, he worked for the Joint Chiefs of Staff as the director of command, control, communications, and computers for American troops.

During the September 11, 2001, attacks, Kellogg was present in the Pentagon. After American Airlines Flight 77 crashed into the Pentagon, Kellogg took over as the alternate command post at Raven Rock Mountain Complex alongside US Deputy Defense Secretary Paul Wolfowitz. After his retirement in December 2003, he served as a key member of the Coalition Provisional Authority (CPA) until 2004. Following the 2003 invasion of Iraq led by the United States and the signing of Coalition Provisional Authority Order 2, which disbanded the Iraqi Army, Kellogg was asked to undertake the role of Chief Operating Officer for the CPA in Baghdad, the transitional government of Iraq. As an “expediter” with a track record of slicing through red tape, Kellogg was put in charge of maintaining discipline and speed during the extensive reconstruction process during this period. Kellogg received the Department of Defense Medal for Distinguished Public Service after working for the CPA.
