Tarlov pursued her academic journey at Bryn Mawr College, where she obtained her B.A. degree in history. Subsequently, she continued her studies at The London School of Economics and Political Science, earning multiple degrees. This included a Master of Science degree in public policy and administration, a Master of Research degree in political science, and a doctorate degree in political science and government. In 2008, she took on the role of a research assistant for political analyst Douglas Schoen. Later, in 2012, she re-entered the professional arena as a political strategist, working under the guidance of Douglas Schoen.
