Wisenberg pursued his legal education at the University of Texas Law School and gained valuable experience as a clerk with the United States Court of Appeals for the Second Circuit. Following his academic pursuits, he served as an Assistant U.S. Attorney in both North Carolina and Texas from 1987 to 1997. In 1993, he assumed the role of Chief of the Financial Institution Fraud Unit in the U.S. Attorney’s Office for the Western District of Texas. Notably, he led the investigation and trial of the Victoria Savings Association case. This resulted in the conviction of eleven individuals for defrauding the institution of $200 million. Victoria Savings Association had previously been identified by Congress as one of the Top 100 Savings and Loan failures in the United States.

Given his expertise in prosecuting complex financial crimes, he became a key candidate to assist Independent Counsel Starr in the investigation of the Clinton family’s financial ties to the Madison Guaranty Savings and Loan Association. He was subsequently recruited by Starr’s Office for this purpose. He became a member of the Starr team in 1997, initially serving as Associate Independent Counsel to contribute to the investigation of aspects related to the Madison Guaranty Savings case. In 1998, he was promoted to Deputy Independent Counsel. As one of the four Deputy Independent Counsels, he played a role in the federal grand jury questioning of President Bill Clinton.

In January 1998, the scope of Kenneth Starr’s investigation was expanded, at the request of Starr and U.S. Attorney General Janet Reno, to include possible obstruction of justice in the case of Clinton v. Jones, a sexual harassment lawsuit filed against Clinton by Paula Jones. He took the lead during the grand jury phase of the Lewinsky Investigation and conducted the questioning of Clinton during his videotaped grand jury testimony on August 17, 1998. Wisenberg is particularly noted for eliciting Clinton’s famous response during the federal grand jury questioning, where he asked about the accuracy of the statement regarding “no sex of any kind” between Clinton and Monica Lewinsky. Clinton’s response, “It depends on what the meaning of the word ‘is’ is,” became widely discussed.

By mid-1998, Wisenberg and the Starr team faced accusations of partisanship for focusing on the Lewinsky sex scandal, as the investigation had initially begun primarily to inquire into financial improprieties and potential corruption. The Starr Report was released on September 11, 1998, leading to the impeachment of Clinton by the House of Representatives. However, Clinton was subsequently acquitted in the Senate. Following these events, he entered private practice in 1999. Since the initiation of the investigation into Russian interference in the 2016 presidential election by Special Counsel Robert Mueller in May 2017, he has been a frequent presence in the media, making appearances on NBC, Fox News, MSNBC, CBS, CNN, NPR, PBS, and contributing to The New York Times, The Wall Street Journal, and other national publications.

His extensive experience investigating and questioning Bill Clinton has positioned him as a sought-after expert. He provides insights into the procedures involved and potential strategies the Mueller team might employ. On September 19, 2017, he offered analysis in The New York Times regarding Mueller’s pre-dawn raid on Paul Manafort’s home. Additionally, he emphasized the message being sent by Mueller to strike fear in the hearts of individuals in Washington. In May 2018, he criticized Rudy Giuliani, Trump’s lawyer and former mayor of New York City, for making statements that highlighted the political significance of hush money payments to Stormy Daniels using Trump’s personal funds. He compared Giuliani’s statements to a murder-suicide.
