Keane completed his high school education at Bishop Dubois High School and pursued his undergraduate studies at Fordham University, actively participating in the Pershing Rifles. In 1966, he graduated with a Bachelor of Science degree in accounting. Subsequently, he continued his academic journey at Western Kentucky University, earning a Master of Arts degree in philosophy. Keane furthered his military education by graduating from the US Army Command and General Staff College and later from the US Army War College. Following his retirement from active military service, he transitioned into an influential advisory role, providing counsel to presidents and other high-ranking officials. Notably, he served on the Defense Policy Board Advisory Committee.

Here, he offered valuable insights into the management of the U.S. occupation of Iraq. In January 2007, he collaborated with scholar Frederick W. Kagan to release a policy paper titled “Choosing Victory: A Plan for Success in Iraq,” published by the American Enterprise Institute. The paper advocated for enhancing security in Iraq by deploying an additional 30,000 American troops for a minimum of 18 months. President George W. Bush, influenced in part by this policy paper, took decisive action on January 10, 2007, by ordering the deployment of 21,500 additional troops to Iraq, a strategy that became known as the 2007 “surge.” His continued involvement in strategic advisory roles underscores his ongoing commitment to shaping critical policy decisions even after his military career.

After his retirement, Vice President Cheney approached him with a request to return to active duty and lead the surge in the field. Despite this offer, he declined the opportunity. Undeterred, Cheney urged Keane to take on a role in the White House, overseeing both the wars in Afghanistan and Iraq. Once again, he chose not to accept the proposition. While he ultimately did spend a brief period working at the White House, Keane’s primary involvement included multiple trips to Iraq to provide advice to General Petraeus. Despite being sought after for his expertise, he maintained his decision not to take on formal roles in leading military operations or overseeing war efforts at the White House.

He remains active and engaged in various spheres, contributing his expertise to different sectors. A familiar face on Fox News, he regularly shares insights on military and foreign policy matters. Additionally, he served as a former director of defense giant General Dynamics. In November 2016, following the decline of Stanley A. McChrystal for the position of Secretary of Defense, he was offered the appointment but declined, citing the recent passing of his wife.

After Defense Secretary Jim Mattis resigned in December 2018, President Trump extended the offer to Keane once again, but he declined the position. In recognition of his outstanding service, President Donald Trump presented General Keane with the prestigious Presidential Medal of Freedom on March 10, 2020. On the civilian front. He has received several esteemed awards, including the Fordham University Distinguished Alumni Award, the USO 2002 Man of the Year award, and the Association of the United States Army 2001 Man of the Year award. Additionally, he was honored with an honorary Ph.D. degree in Law from Fordham University and an honorary Ph.D. degree in Public Service from Eastern Kentucky University.
