Homan holds an associate degree in criminal justice from Jefferson Community College and a bachelor’s degree from SUNY Polytechnic Institute. His career in law enforcement began as a police officer in West Carthage, New York, before joining the Immigration and Naturalization Service in 1984. Over the years, he served in various roles, including Border Patrol agent, investigator, and supervisor. In 2013, President Barack Obama appointed him to the position of Executive Associate Director of Immigration and Customs Enforcement (ICE). By 2014, he had started advocating for the idea that separating children from their parents could serve as an effective deterrent for illegal border crossings. Described as the “intellectual father” of the policy by journalist Caitlin Dickerson, he proposed this strategy years before it was implemented by the Trump administration.

He believed that most parents would be discouraged by the prospect of separation, making it a potent tool for immigration enforcement. In recognition of his work, President Obama awarded him the Presidential Rank Award as a Distinguished Executive in 2015, with a Washington Post article noting his proficiency in deportation operations. On January 30, 2017, President Donald Trump demoted Daniel Ragsdale, the acting director of Immigration and Customs Enforcement (ICE), to deputy director, a position he already held, and appointed Homan as the acting director. In May 2017, he announced that ICE had arrested 41,319 individuals between Inauguration Day and the end of April, reflecting a 38% increase compared to the same period the previous year.

During his tenure as ICE director, he made headlines for stating that undocumented immigrants “should be afraid.” He has, however, denied making the claim that “aliens commit more crimes than US citizens.” On November 14, 2017, President Trump nominated him for the official position of ICE Director. In February 2018, he expressed the opinion that politicians supporting sanctuary city policies should face criminal charges. In April 2018, he and Kevin McAleenan formally recommended to Secretary of Homeland Security Kirstjen Nielsen the implementation of the Trump administration’s “Zero Tolerance” policy on immigration. This involved the prosecution of parents and the separation of children from their families. He played a role in the May 2018 press conference announcing the policy’s enforcement.

On April 30, 2018, he announced his retirement from the position of acting ICE Director, effective June of the same year. In June 2018, he defended the separation of children from their parents during a discussion with the Policy Director of the Center for Immigration Studies. Later in July 2019, he testified before the House Oversight Committee regarding the Trump administration’s family separation policy. On February 25, 2022, he was initially slated as a keynote speaker for the America First Political Action Conference in Orlando but withdrew from the event after learning that the conference founder, Nick Fuentes, had praised Putin for the Invasion of Ukraine. Furthermore, he has been recognized with several awards and honors, underscoring his leadership and achievements in immigration enforcement.

In 2015, he was honored with the prestigious Presidential Rank Award for his outstanding contributions to immigration enforcement. Additionally, in June 2018, he was presented with the Distinguished Service Medal, acknowledging his exceptionally distinguished and transformative service in enhancing Homeland Security for the United States. Beyond his notable career in immigration enforcement, he has authored the book titled “Defend the Border and Save Lives: Solving Our Most Important Humanitarian and Security Crisis.”
